Those idiots make life and death decisions (OUR lives) and they can't figure out how to put a coupe of sandbags on top of a table?

How's their basic marksmanship?

Training in "unusual scenarios" is all well and good (edit: ah, it can be, if not in this particular example) but you have to be able to (intentionally) hit something if it's going to be worthwhile.

Another edit: I also have to wonder if things like this aren't done because it can hide, or distract from, poor performance elsewhere - all flash, no pan, as it were. And that also speaks to @CBMTTek 's thoughts about the fitness requirements.

My confidence in the ability of the police is diminishing more and more every day.

Added note, it looks like the physical fitness requirements are not exactly stringent anymore.

Oh, My God! WTF! THE instructor/RO who allowed this insanity should have been immediately tested for mind altering chemicals. If none found, immediately termination.

I may (repeat, may) allow this with Airsoft or pellet guns (the distance to target is short); only after a stringent evaluation of shooter skills. No one I see in those photos have the right ones.
