That makes as much sense as expecting - really demanding - any country I visit to have signs in German, say, for the convenience of the Ubiquitous German Banker Tourist.
The USA, the one place on the planet which has a government that approves of anyone in the world (with the exception of European Descent) moving there so that they can immediately have more rights than the citizens who have lived there for generations. And once you get there illegally or otherwise, the government encourages you claim your personal status as a "Victim Class New Citizen" which entitles you to even more money and privilege.
Re: large bodies (and small) of water, I live in Oregon. We have "Sneaker Waves" here. There are signs warning folks At least once a year there is an article about a "tragic" drowning on the coast for a variety of reasons.
Two that stick out in my mind was a Philipina who came to Oregon as a fiance'. The happy couple went to the coast to make an official proposal. She didn't make it back,. He did. Another was a Montana family that came here to send the deceased father off on the outgoing tide. His wife and one of sons joined him.
Lack of signage or their language were not the issue here. Many of our warning signs have pictures as well as script.

Staying in Condition Yellow is a good thing. Turning your back on any body of water can be risky.
