I really must be stupid to think that it was preferably to status quo rather than seeing a shakedown on the wasteful structure that was sucking taxpayers dry.

We are talking about fighting generational changes here. It took, let's call it, 125 years to get the bureaucracy to where it is today. (Time frame is of course debatable, but on the order of 2-3 human adult full working lifetimes at least.) Even if they do nothing else they have increased the visibility of the rot. Trump terms out, and even if Vance gets another 8, it's still single-digit percentage of the time it took to get to where we are now. Elon could make himself much richer by propping up the status quo and working with it. He's not doing that.
Afterwards, Elon can buy a white cat and a volcanic island if he wants. (Not sure why he would, though, the commute's a pain without suborbital flights and the cat fur gets on everything. Elon could fix the first but he seems to like dark clothes, and there's no managing cats.) So what? Again, it's not like what he's doing would let him quietly accumulate more wealth and power.
The real question is, and we will start to see the answer in a couple of years, is whether some of the more (apparently) corrupt enablers in Congress starts getting voted out, and can start reverting the lower courts to constitutionalist.
There is already a Welfare program in place, sucking productive Citizens finances. We don't need another parallel program masquerading as a jobs program.
