The tipping thing is getting ridiculous. Here, in NYS, restaurant employees are getting $15/hr.+ "minimum" wage (minus taxes, maybe benefits). So 20% is for exceptional service.
That's if I can afford to eat in a restaurant. The price of a meal lately is about 1/3 my grocery bill.
Unless that charge is clearly and visibly displayed, or verbally informed, prior to ordering, yeah, I would be contacting the manager and not paying that 'fee;. Then there would be zero tip for the reasons you noted and a some low online reviews. Nevermind never eating there again.
Wonder how much money they end up losing from that policy? Does it make up for the ones that just blindly pay?

So, what the management is saying, is that their menu items are 18% underpriced. Solution? Increase your prices by 18% and stop lying to people. You can explain that the price reduction is due to (and in the spirit of) Biden's Inflation Reduction Act.
Better yet, explain it in Orwellian terms: "Thanks to the Inflation Reduction Act, our menu prices have been reduced by -18%. These changes will be reflected in your bill."
Heck, if I were a restaurant manager/owner, I'd quietly give a 20% discount to the customer who spots it and calls it out as "Orwellian", just to reward being literate and well-read.

I'm sorry, curby, and I understand the frustration; but on the receiving end of bills like that I also need to make choices.
