I am not surprised at this. During his presidency, Hugo Chavez was known to give refuge to terrorist from the Middle East and S[ain. There was the case of a murdering Baque terrorist who was found accidentally by a Spanish journalist on vacation running a bar on a small coastal town in Venezuela. Even though the "bar owner” had full set of legal Venezuelan IDs and paperwork identifying him as a regular guy, he chose to suddenly disappear and leave his stuff behind.

And that bring us to the unknown thousands of Venezuelans already in country or about to come in our Souther border: How many among those are full-fledged enemies of the U.S. with a full set of real Venezuelan IDs and a sob story to tell a feckless immigration authority who will let him in with all the benefits and none of the suspicion?

And you may want to read the article below. I believe those were training missions that thankfully failed. But they only need to get lucky once and they are learning from their mistakes.
