When you don't understand street or traffic signs, when you can't ask for directions, when your level of competency is set by someone other than the US, you should not be allowed to drive on our roads. Everywhere else in the world, you need an international driver's license to even drive a car with a US license. Why should there be a difference here? If you wish to drive on our roads, you must follow our rules. Easy Peasy...
