Back in the 90s, there was a rash of armed robberies and carjackings directly tourist driving rental vehicles. The way the critters knew they were tourist was simple: The license plates all started with either the letters X, Y or Z that the State of Florida solely assigned to rental companies. Florida being tourism-sensitive and not wanting to get more crappy news stories about tourists being killed, promptly started to issue random plate numbers and having the car rental companies swap the old plates.
Now we know that common sense has an expiration date in the Sunshine State and it is about 30 years.
Meet the PM sticker.
I have seen cars up here with Florida plates sporting that sticker and I finally got around to decipher what it means.
Trooper Steve was asked, “I’ve recently seen the letters ‘PM’ on a registration sticker in replacement of a numerical expiration. Is this something new or is this illegal?”
Trooper Steve said the “PM” stands for “permanent.” These non-numerical registration stickers are relatively new and are becoming more obvious, but he said they aren’t for the everyday driver.
“In the summer of last year, Florida changed a law when it comes to registrations, allowing rental car companies to go ahead and get permanent registration stickers,” he said.

It won’t be long till another tourist, couple or family is going to be targeted by Bad Guys because they know they have no idea what they are dealing with nor how to react. They will be robbed, raped or killed and we will have just another volley of woes and tribulations about scared tourists because violence.
And even if you are local and carry, that is an invitation to violence you do not want to extend.
Other states do this too. Illinois, for instance, has fleet plates for rental cars.
The car rental companies don't help, either. Cars from National / Enterprise, for instance, usually have a barcode sticker on the driver side windshield. You don't need to be able to read it, you just have to see one is there to know it's a rental.
