Say what you want about Florida, but after Andrew both sides of the political sphere decided that hurricanes had to be faced with a strategy of reinforced infrastructure and preparedness. It was not easy to implement and specially to change people’s minds about being ready, but it has paid off and is one of the very few examples of government doing things right (mostly).
Now imagine if hurricanes were treated like school shooters. We would not have more effective building codes, or a mindset to survive the storm, or rebuild after the incident and apply any knowledge to lower any future risks to life.
Instead, we would see solutions like this:

Another aspect of what I call our cargo-cult culture: imitate the form and the substance will hopefully appear. The fact it never does fails to teach the cultists their error. They just have to try harder next time. More signs. More fruitless activity. More ignoring actual causes.
