I'm not a security professional, nor a firearms expert. But even I know enough to know that you do not leave a prime sniper perch unguarded.

The Secret Service is allegedly in charge of security, with local police serving as their assistants. It follows that ensuring all the significant threats are addressed is the responsibility of the Secret Service. A very basic and utterly obvious way to do that is to put someone on each roof within, say, 1/2 mile of the stage.

The fact that this wasn't done is sufficient cause to fire (a) the person in charge of the event, and (b) the person at the top.
