Addicts will not begin their recovery unless they hit the infamous "rock bottom" where hopefully (if they survive) they will have an epiphany and begin the hard road to a better life.
Narcan has eliminated that rock bottom by providing a chemical soft cushion and trampoline.
It is no longer a question of do nothing and letting them die or try to save them from OD. We are just managing the speed of final crash and burn.

Sadly, I agree.
1) You can NOT save those who don't want to be saved
2) You can't save everyone.
Picture this ... a M240 that shoots Narcan darts, and go up and down the various shooting galleries in our major cities, ruining all the addicts' highs. Make shooting up an exercise in failure.
It may not save anyone, but the outrage videos would be hilarious.
